Was Stillman fit to be a Captain?

I didn't think he was because he didn't know how to salute, he always came across very haughty and pompous when it came to him dealing with the soldiers, plus he was pissed off that Hulka's men got to guard the E-50 when he didn't think they were competent to do so.
