Storaro disallowed from shooting the last 5 days?

I read about this in the book "Masters of Light", but I never heard what became of it.

Supposedly, there were 5 more days of shooting that were to take place on Hollywood sets, but the ASC would not let him work in their jurisdinction without joining the union, even though he had been the sole DP for the entire year of shooting.

Was Storaro finally able to work as the DP for those last 5 days of the films production?

The DVD did not say, but it looks like Storaro filmed the whole thing as he is interviewed on the DVD. And they did not talk about sets in Hollywood, but sets they built in England. They did do location footage in NYC for about 5 shots to get NYC iconography, Storaro was their for that, and Washington DC, but everything was filmed in England, from Locations to studio sets, and Spain, and Finland. So I don't think thats true, also he one the oscar for this and Apocalypse Now.
