Bud could have been busy with another movie, or he thought this was too close to another police movie he and Terrence made. (you would have to check their credits to find it, I am unable to come up with the title at the moment)

I never read all of these posts, but you mentioned 'special features'.. Having seen this at the theater when it came out, and on VHS, I never knew there 'special features'.
After reading your question, I figured I throw in my 2-cents.
