Ice cream van music

Why does music, which sounds like an ice cream van, start playing near the end of the movie when Namdev walks out of that stoopid little bar in the middle of the revolving restuarant.

It's in the scene where Dhamu and Raghubir still haven't recognised him yet (they still think he's 'Don'), and he's wearing some strange shiny sequined suit if I remember correctly.

Every time we watched it, my brother and I used to run to the window thinkning that the ice cream man was here. Imagine our disappointment when there was no-one there..
