Why does the camera tilt down before every cut?

I never noticed it. Can you give specific examples of when it happens? I don't see this problem in the new Criterion DVD / Blu-ray. I've watched it many times. Which version are you watching?

Was it in the early street scenes? Maybe they shot it without a permit and had to hide their camera when a person noticed and cut the scene? In the restaurant, they seem to be using a tripod and there isn't much movement that I can tell. Occasional pans or tilts or zooms or tracking shots.
