I think they want you to believe it's Axel the whole time up until the final fight. It was pretty obvious that it was either one of those two or the real Warden.

Honestly I believed it was TJ until the killer attacked them in the last five or so minutes. I mean, TJ was NEVER THERE when the killer struck. Axel just slipped my mind, actually, so I was surprised when he was actually the killer, and that the real Harry Warden had been dead for five years. I actually thought that was clever.

I was surprised because it wasn't possible for Axel to be the killer. That would have required too many changes back and forth that weren't possible.
