It's rated R18: contains violence. I used to own a VHS copy. The record for the movie is on the Film Labelling Body's website as well, though no record is on the OFLC's site.

The film that was banned in New Zealand was a different film also known as "Angel of Vengeance" (which of course was an alternative title of this film).

I believe "Ms.45" was banned in New Zealand on its initial release, but was later passed on video.
