What was the point of the scene where we see Mark walking through town?

If any of you remember this section, it just shows Mark walking near Westminister whilst some music plays over it - then it fades out.

That's it! Was it put there just for running time, maybe?

Must be Mark's favourite pastime. What else would he do with his time, they wouldn't bring back national service.

The listless walk of a young man drowning in the hopelessness of the time, seeking something, anything, out.

As Mike Leigh put it himself...

...But there’s one scene in which we see Mark away from his drab surroundings, strolling through the West End. ‘It reminds you that he has legs, that he can make choices.’

I see it as Mark asserting his place in the world however he can. Walking amongst other people might have been a way for him to feel connected to the rest of the world at a time when his sense of connectedness is very weak ( living with his folks, being out of work, etc.)
