I may have seen it. i find it hard to remember some of the many, many post-apocalyptic movies from the 80s. it's called the spaghetti apocalypse, after the success of Road Warrior, italian cinema flooded the market with quick, cheap genre movies.
one i saw not long ago called 'New Barbarians' even had Australian cars in it (eg a valiant charger), just for that little bit of extra 'it's the road warrior' vibe.

I've got a VHS copy of what may be the worst of them: '2020 Texas Gladiators' (which is on IMDB under its Italian name, which I'm not going to look up). A bunch of dune buggies with plywood on them, and a storyline that flows like a cocaine overdose patient's EKG readout.

There was a TV movie from the mid-80s I kind of remember that tried to cash in on the post-apoc fad, but I can't bring the title to mind. I recall it mainly because the characters (apoc survivors) were driving across the ruined US in a futuristic vehicle that resembled a high-speed train locomotive. It had four triangular sets of three wheels, and the top wheel drove the bottom two.
