The casualness of Haddonfield residents after knowing by now that Myers is back in town and has already killed some of its residents. Still out tricker treating, still out doing their Halloween thing. Hell even the janitor in the school is waxing floors like its a normal night on his shift.

Exactly. The deaths did not happen at the school or the hospital and people had jobs to do. No one thought he'd still be after Laurie. Usually murderers if wounded, try to get away, not pursue their escaped victim who is likely under police protection and or surrounded by hospital staff.
