Capt. Dugan was somewhat atfault for the cop killings


Pairing 2 rookies together would be really dumb for any police force, not that a veteran cop on his break could've reacted any better to the killer hooker pulling out a gun.

If you had ever been a cop you would know that pairings depend on circumstances. If all the senior Police go off sick you have to make do with the junior staff and do the best you can. "Fort Apache" does not sound like the sort of place Police would be lining up to get a transfer to.

Well being a Baltimore city cop for 20 years before I retired we didn't even have partners. I did 3 weeks of field training where you ride with a veteran officer and learned as as much as you can. Then you graduate and your on your own. That's it no partner nothing. I field trained in one district and when I graduated they told me I was assigned to another district. I reported my first day and they said your assigned to midnight shift come back at 2339 hours for roll call. Come back you don't know anyone you don't know the streets so every call you get and we answer 20-30 calls a night in an 8 hour shift you would have to look it up in a map. The officers I worked with on my shift wouldn't even talk to you until you proved your self. My first night the sgt threw me keys to a car said you are 14 car. Don't call for me, don't get lost, and don't get captured. That was it and I was out in my own.
