Why chained to the ATAC?

I understand in spy movies why a courier will have a briefcase chained to him...so he doesn't lose the damn thing.

But I don't understand the purpose of chaining the poor bastard to the ATAC.

I suppose to sell its importance. I think you could have done the same thing by just having heavy security screening to get into its operating room.

It was weird and served no purpose whatsoever

It's like the Nuclear Football handcuffed to Secret Service agents.

If the ship is sinking, most will instincktly run/swim to safety. If chained to the damn thing the only option is really to initiate self destruct. So a chain forces the operator to be focused and loyal to his duty.

I thought it made someone witness the operator arriving and leaving, ensuring you couldn't be on your own and try to steal it.

ATAC must not fall in wrong hands. You need to destroy it if situation is out of hand. If not chained to it, operator might leave for pissing etc.
