who does snake walk past

never noticed before. but around 30 minutes in when snake is approaching the escape pod there is a guy standing there in military gear holding what looks like a camcorder. snake looks at him and keeps walking.

Seems odd that having seen he is being watched, he openly uses a radio. He was supposed to slip in unseen.
