when they were talking and replaying the scene where the hooker died on the street, the lady said 'oh, the postman has it'
i didn't understand how she knew that? (after the fact)
it couldn't be because she saw the tape dropped, because she woulda done something at the time
so how did she figure out the postman had it?

Because even though she couldn't see everything clearly, she did see her bump into the mailman's mini bike before the thugs grabbed her. The policewoman figured out that the only place the tape could have been was in the mailman's satchel.

She saw the tape, and then her detective colleague grabbed her by the arm to prevent her from taking action. I believe her colleague wanted to see who was after her, and not to put the postman's life in danger - they could easily enough go after the postman and retrieve the tape - they probably could see his license plate.

It wasn't a police colleague that restrains her, instead it was Krantz, the petty thief who had arranged the meeting between his ex-lover and hooker Nadia with the detective. It's when he sees a dishevelled and barefooted Nadia stagger out of the station does he sense something was wrong and holds the detective back. And yes they probably saw Nadia bump into Jules, but she only worked out he must have been given the tape of which he is oblivious of later when she is thinking about the incident.
