It's very clearly suggested that Hazelrigg is indeed a possible pedophile with an unsavory interest for Marylee who went out of his way to kill Bubba so he could get closer to the underage object of his unhealthy affection.

His actions through the movie have him sinking inexorably deeper into Hell - by the time he's murdered his last friend and is drunkenly weaving through the farm roads he's as consumed and lost as Jack Torrance lurching through the hedge maze at the Overlook.

He is a psychopath, someone who feels no real emotion and gets his kicks from abusing those around him who appear to be weaker than himself. A bully, a coward with no sense of responsibility. His fake standing in the community gave him the belief that he was admired and important. The character development is absolutely outstanding, JD Fiegelson's screenplay is worthy of an Oscar.

A) It's not a spoiler - his child voyeurism is revealed within the first five minutes of the movie, and it's not related to any sort of plot twist later on.

I got that Durning was a pedophile who was taking it out/framing Bubba. The mother accuses him of such (which is where I as a viewer put the pieces together), but there are other clues as well. He is spying on them in the first place for one, and the really creepy conversation with the girl at the Halloween party!
Also, early on he says there was some past incident with Bubba. They don't go into detail, but it seems there is a past with Bubba and children. His mother states he was innocent, and in the context of the rest of the film, I thinknhe was...
Whatever this somewhat nasty and unspoken past incident was, I think the mailman did it, and somehow framed Bubba, as well as bad mouth him all over town. And I am sure Bubba's mother knew the truth.
Anyway, I was really surprised by this flick. I expected a fun slasher, but got way more than I bargained for. A very strong drama and examination/satire of the abuse of authority. This one really deserves its cult status and then some!
Yes, I think he was very jealous of the friendship Marylee and Bubba had and wanted to get close to her himself, so he tried to do anything he could to have Bubba killed. Their friendship was innocent and he tried to project his own impure desires onto it.
I wonder if anyone thought it was strange that when he saw them together, sex was always the first thing that came to mind. They say the ones who shout the loudest are the ones with something to hide. If all he ever talks about is pedophilia, he must always be thinking about it...
