'Newscast' footage

Has anybody ever figured out where the crazy "newscast" footage used in this film is from? It looks like it might have come from a Saturday morning Japanese show from the 70s. ANY information on this is greatly appreciated -- I think I may have seen some of these on videocassette once many years back and I'm still kicking myself for not picking them up.
