Why weren't the Gatlin boys arrested?

The Gatlin boys raped Tommy's fiancee, Becky, and their only punishment was that Tommy and Kenny Rogers beat them up in the bar fight? It would have made more sense if Tommy had killed them or they were at least arrested after the fight for the rape. Instead, it seemed as if their only punishment was being beaten up in the bar fight!
