I think one of the biggest questions no one is asking is...


... why did Burke (John Lithgow) decide to shoot out the tire? Was it to kill the presidential candidate? If it was, then why have Manny Karp (Dennis Franz) still be there taking pictures? I know Burke mentioned in a conversation that the original plan was to kill the candidate, so I'm still confused at to why they needed pictures; there was no need for a sex scandal if he was dead and out of the running. Thoughts?

He kind of indicates why on one of the phone calls. He said he thought the intended plan didn't go far enough and he took the initiative to do more. Probably he though the pictures wouldn't be clear enough unless they got out of the car to deal with the flat. He didn't intend that the car go into the river.
