Based on a true story?

I just saw this on Encore Drama and it was really good! Does anyone know if it was based on a true story?

IMDb says that it is based on a novel.
And it looks like the novel would have some bases on true stories. Check this movie out. http://www.imdb.com/title/tt0251447/ This movie says that it is based on a true story.

I think they would probably have said if it were based on a true story, they usually do. I thought it was excellent, although I was literally shrieking at the screen in the last few minutes - there they were all kissing and hugging each other on the wrong side, with the b***** vopos barreling along toward them at 100 mph - nearly had a heart attack. Still despite the downer at the end, Sandy getting smothered and those other two getting caught at the other end of the tunnel, I was cheered up immensely by that old shot of JFK informing the entire free world and thousands of W Germans that he was a small german cocktail sausage. Priceless - you'd think someone'd have told him that Germans never use the indefinite article in such cases. Ah well - Good movie - they should put more of them on like that.

I own the old video and it states it's based on a true story. Plus I found this about it:

In recognition of the 20th anniversary of the infamous Berlin Wall, CBS offered the made-for-TV drama Berlin Tunnel 21. Richard Thomas stars as Sandy Mueller, a former US army officer. Shortly after the erection of the Wall, Mueller masterminds a plan to unite five West Germans with their Eastern-sector... loved ones. Horst Buchholtz costars as Emerich Weber, a structural engineer who oversees the construction of an underground tunnel. This true story had previously been dramatized in the 1962 TV special The Tunnel. Also starring Jose Ferrer, the location-filmed Berlin Tunnel 21 was first broadcast March 25, 1981.

This watered down fictional account doesn't come close to the original, which WAS true. Some of the incidents have been used in the fictional account, but if you want tension, character development, action, suspense, AND truth, then get The Tunnel. It's in German with English subtitles, but you don't even notice after a few minutes. Compared to the original, this version is pathetic.
