Who was the announcer who spoke those words at the start of every episode "teaser" just before the credits?

I think the narrator might be series creator Philip DeGuere.
It's three years later and still no one knows whose voice that was in the episode teaser...perhaps this hopeful *bump* will lead to the answer (or even more silence).
