Is this the Same Movie?

I know I've seen the "Watcher in the Woods" at my school in the third grade or something for a movie day during a thunderstorm. My memories of it are blurry, but at some point is there a blonde girl who is sort of glowing and she has a white blindfold over her eyes and her arm is outstreached? I think she appeard to be mouthing out words too. I don't know if this is even from the movie, but where ever I saw it, it is still haunting me to this day. It was one of the most frightening things I had ever seen.

Am I thinking of the same movie?
