Why didn't Roy pay off Rudy?

Roy was paying off the mayor to put an interstate near the dealership. Rudy (Kurt Russell) was running for state senate which is an even more powerful position so why didn't he bribe him instead by paying for his campaign. Newbies running for office need more money than incumbents so he would have been a better choice. It would depend on how loyal he was to Luke.
