What the heck was that? And what was its purpose?

Presumably a heart rate or blood pressure monitor. I would've thought the purpose was pretty obvious - to warn him of an impending heart attack or stroke, if he doesn't calm down...

Wasn't it the same device used in "Blue Thunder", for stress.

Did you watch the movie? He tells the lady in front of the church all about it in the opening scene.

It was to warn him when his blood pressure was too high. It went off whenever mentioned the name "Bandit".

It also gave Gleason a chance to do his famous facial expressions when he had to calm down and lower the BP.

It was for comedy, and it also gave Carrie a chance to get away from him when he pulls his gun on her as she attempts to leave the church. Ohmmmmmmmmmmmmmm.
