What did they say to the gravediggers?

I didn't quite get the scene at the end. Are people allowed to simply walk into a graveyard and say "I want that one dug up please"?? Surely with nuclear war at stake, they wouldn't have told anyone outside the American military, not even a pair of English yokels about what they thought was in the grave. So how was this explained?

It was explained in the novel as something along the lines of "it took a direct call from the president to the prime-minister to cut through all the red tape."

Sadly, as with so much of the novel, this wasn't included in the film.
