Vicky Harassed Mr. Sykes

Mr. Sykes is supposed to be seen as a lecherous creep, but if he does ogle the girls it's clearly because he is seriously mentally challenged and doesn't know any better. Vicky, on the other hand, has no such excuse, and she deliberately exposes herself to someone with the mental capacity of an eight year old.

Was he actually mentally handicapped or just drunk all the time? I wouldn’t mind being “harassed” by Vicky in that way. She had a really cute butt! :)
