It does a tremendous job of capturing the world of Thimble Theatre, that's for sure. Many of the characters in the Popeye movie didn't appear in the cartoons made in the 50s or the horrible ones from the 60s where Bluto is "Brutus."
Popeye cartoons were on every afternoon when I was a kid in the '50s; I wonder had the movie been made even 10 years earlier if it might have had an impact. By 1980 Thimble Theatre comic strips were long dead and the cartoons hadn't been on the air for over a decade (and there was no YouTube to catch them or vhs/dvd "Classic Cartoon" films/disks you could buy.
Unfortunately it was also panned pretty bad by the critics. I think they seriously missed the point.
