Is the two-disc Arrow DVD uncut?

I have both the Arrow Blu-Ray and the other DVD release. However, they do not seem to have the same runtime. The DVD is like 89 min and the Blu-Ray is 93. Is the difference technical or is is it censored? Would very much appreciate an answer.

The DVD is in PAL which runs faster than the blu-ray.

The runtime difference is technical the DVD runtime is done at PAL speed 25 fps but the Blu-ray is done at 24 fps
