Downpour???

Watched this last night, not sure if I had ever seen it before. Not a
particularly good movie, quite dull considering the subject matter.

But one thing that seemed a bit silly was the flooding in the sewer
after a huge 'downpour'...yet when you saw the exterior it was barely a
trickle of rain, yet this was enough to cause torrential flooding?
