What is a Deputy Governor? And who is the fat guy?

Was that what I heard in this movie? Steele was the Governor or Deputy Governor (the guy who drowns at the beginning) and the husband is being positioned to replace him?

Why use a politically title that doesn't exist in Australia? There is no such thing as a governor so no Deputy one.

And who was the big fat dude who Wolfe tries to strangle through the window? I missed what his character was suppose to be.

And why so much security at the mansion? Who the hell in Australia has that much security? What is this? Mexico?
