That's how TV transmissions looked in 1980...

It's out on Blu-Ray. My recollection of seeing in the film on TV was that everything looked grey and washed-out, and judging by the screen captures at Bluray.com the cinematographer had a thing for light grey, light blue, and light green. And everything is dull-looking. It has a consistent visual language at least.

I would agree about the pervasive green tint (still frustrates me that companies don't do proper color timing correction after they transfer the 35mm negative to a digital format), but otherwise it looks quite good detail wise.
There are plenty of supposed "35mm transfers" that look like upscales or barely above DVD levels of detail. Now you just need someone like KK650 over on TehParadox to do a custom color timing regrade.
