Out of all the victims, Bill seems to have gotten the worst of any of them, most just seemed to get their neck slit or stabbed, but man Bill got an arrow in the eye, an arrow in his dick, and his neck gashed open.

Seems like Mrs Vorheese had some hatred for Bill that she didn't have for the others.

Maybe bill tried knocking her out with a shovel but golden girl gone bad a.k.a got the upper hand but she went lil overboard.

I think she connected him to the past more than the others. In the novelization it explains it I believe??

Maybe Bill was the name of one of the councilors that let Jason drown.
