Dark depressing film...

Delaney could do nothing else, especially after breaking and entering with an unregistered weapon. He didn't want Blank to kill again, probably knew this was the only way to close the case, and, in turn, afforded the film a quirky touch of irony as Delaney is offered the job of investing his own crime as he hands in his badge.
