FDR meets with Col Tibbets???

Watching this very stale 1980 MFTV film I was struck by the scene where Tibbets flies to DC and ends up meeting with FDR. This fails the reasonable test ... the POTUS would be very unlikely to meet with a test pilot/squadron head before the event ... while policy was being made. Yes he would meet with others involved with the project like Graves and Oppenheimer and LeMay but not Tibbets. Doing a quick Google search I cannot find any mention of such a meeting. Am I wrong or is this pure poppycock?
