Not my impression. I feel like Lando was controlling him. In fact, I'm not sure how human Lobot even was. There's the scene where Lobot is sleeping until Lando wakes him, for instance, which always seemed to imply both his subservience to Lando and a kind of dormant state he's put in until useful.

My theory is that he's mostly a machine, linked to a human brain to provide some kind of supercomputer with the human trait of ingenuity to allow for improvisation and flexibility in on-the-fly programming decisions. He probably ran Cloud City like a CPU runs a computer, but Lando was the user of that computer.

In short: Lobot is Lando's laptop.
