I haven't watched this movie in a while (though I do own it on VHS), but here's my two cents.
Why wasn't the bus driver affected like the kids?I don't recall any reason being given, but apparently the radiation only affected people under a certain age, and gave them homicidal impulses toward the adults (the bus driver included).
What happened to the two roadbloack deputies?I don't believe that we are ever told what happened to them. However, I think that we may safely assume that they were killed along with most of the town's adult population.
Who was that dude in the limo?That was Sanford Butler Jones, one of Dee Dee Shore's "jet set" friends arriving in town for a visit (Dee Dee was the mother of Janet, one of the irradiated kids). As far as I can tell, his only purpose in the film is to provide a bit of comic relief.
