Dunking Someone Who's Already Soaking Wet

The thing about Dunk Tanks that I do understand is trying to dunk someone nice and dry and somewhat warm. Dressed nicely. Once they get wet though, they're probably better off falling back in and there's no conquest for the thrower. I can see getting a girl all "gussied up" and making a ton with people (mostly frustrated guys or jealous girls) trying to soak them. But again, no matter who's in the tank, or the "cage" as Busey call it, once they get soaked I never understood continuing with the same person.
