I saw this movie last night on Netflix and thought the exact same thing. The similarities are glaring. Gaga or her "people" have borrowed a lot from Kate.

This look was common in the era. Toyah Willcox (another actress who sang and wrote music), Cindi Lauper et al. It would be hard to pin it down to a specific person, and a lot of them added to the overall look. I'd really doubt that it could be attributed to one Irish singer of the day.

Let's not overlook Tony Visconti's involvement in Breaking Glass either. This connects directly to David Bowie who was doing this stuff nearly a decade before any of the women took it on as their own.

As for Lady Gaga; sure she is derivative, but then that is the nature of most of contemporary pop culture. We live in a time where originality is scarce. But she undeniably has talent.
