It's not a matter of producers or censorship. There hasn't been any big change in mentality during only 3 years between these movies, and no censorship rules changes (as we've seen about a decade later).
It was a matter of the manager, agent or whatever you want to name her mother. As most of you know, Brooke has made art nude photos before Pretty Baby, so the movie was nothing so weird or disturbing new to her. But expecting a big career for her daughter this lady suddenly decided to change the image of future star. Louis Malle as director, Keith Carradine or Susan Sarandon as co-actors were a good beginning of her biography (and production was too expensive to claim banning of the movie), but she tried to erase everything else that might harm this image. She tried to destroy those nude photos (allegedly tried to buy the originals for that purpose), what was ridiculous because they have been already printed worldwide (remember, those were the years when this kind of nudity was allowed in magazines, sometimes even ordinary daily newspapers). Later she sued the photographer when he tried to reprint them, but after few years the court allowed these pictures to be published anywhere except in porn magazines.
But this new image - romantic, erotic but not nude - was the reason why she needed a body double. Also, "Endless Love" was made in similar style. I don't know the year, but a little before or that, it was announced that Brooke was "still a virgin" - for those who cared. Most of normal people didn't care, but the response of porn industry was quick: they made a parody movie about sexual adventures of innocent girl named Brooke Fields. Again, there was an attempt to ban it (and we can feel understanding for her mother in this case), but due to American law that if only a single letter is changed the person is considered to be a different one, there was no ground for a court process.

Well I was pretty sure that it didn't have anything to do with illegality. Four years after TBL there was a silly sex comedy with Bo Derek in it. This movie, Bolero, included at least two scenes where a fourteen year old Olivia D'Abo is seen nude (and it isn't a double). One is topless, the other is three-quarters view as D'Abo stands up in a bathtub.
Come to think of it, Brooke's most famous nude scene in PB is where she stands up in a bathtub.
And a ten year old Kate Maberley stands up in a bathtub in The Secret Garden.
Well there you go! The child porn laws have some mysterious "bathtub exemption!" j/k

Yes, I remember Bolero, I've seen it long ago and it didn't make any impressions on me, so I don't remember almost anything. I also never notices Olivia's scene and nobody mentioned it in the years when it was released (and rather successful). But today people find it strange, weird, objectionable, so I had chance to read about the scene... and still don't recall it.
As for the law, any normal law wouldn't even consider bath scenes worth mentioning, let alone illegal (though certain Australian photographer has some experiences of different kind). Even more, in late '70 there has been no such laws at all in most countries. Some countries had laws against any pornography, but children haven't been selected as separate category until mid eighties or somewhere even later.
