Is it a joke before Nielson gives him the "Win one for the Gipper" ...

...speech, when Leslie Nielson first arrives at Robert Hays' seat, he first stares at LN's shadow on the wall for a couple seconds?

Seen this a million times but just noticed that today for the first time. I assume it is a joke, but not entirely sure what it is! No worries, though. There's a hundred other jokes that crack me up!

He says "Win one for the Zipper" which refers to a fellow pilot George Zip from Ted Stryker's squadron that died over Macho Grande. It is a parody of the win one for the Gipper speech.

I just checked the scene - no joke there, just (for a change) a normal reaction shot - Robert Hays is looking to his right, and when Leslie Nielsen walks up, casting the shadow, he notices the shadow and turns to see who it is.
