'Leave Every Stone Unturned'

In the wonderful episode about St. Edmund's hospital, if I remember the name right, the union man says to a reporter that they'll leave every stone unturned in a search for their settlement.

The audience chuckles and my father laughs. I realize that the standard quote is to leave no stone unturned, but since they were just talking about the disruption to the health care system to my mind the way he says it makes perfect sense. It sounds like he is saying if the union gets what they want no disruption will take place. Since my father and I disagree on this I'd just like to hear what other people think.

By the way I love Yes, Minister and Pime Minister. I wish it was better known.

Yeah, I think he's basically saying that the unions and hospitals won't do a thing to return the situation to normal or try and compromise but will just wait for the government to give in. Although people probably laugh because they expect him to say 'leave no stone unturned', but he doesn't. Basically, I think you're right.
Sorry no one's replied to this for ages, but I've been remarkably slow on the uptake with this post.
