Was he crying??

In the end of the film, Gato goes to check on the heater/broiler in the basement and seemed to be either laughing or crying. I had mixed feelings about the end of the film but in the end, I felt he was laughing at the idea that he was finally done with NY's miserable cold and was laughing with delight at the idea that they would start anew in a sunny Miami. What do you think happened in the end?
