You can actually hear the commentator scream "if they both stay down its a draw, and Creed will retain the title automatically"

Which is technically correct. If neither fighter can continue then the fight is declared a draw, or no contest.

Nowadays depending on the boxing governing body, WBC, IBF, WBA etc, they can go to the scorecards if neither fighter can continue, but it never really happens.

I believe if this fight had been real and happening today, then it would have been declared a draw. That said, if the fight had happened today or anytime after 1988, then it would have been a 12 round fight instead of the 15 round version that this was. In that case Rocky loses on points because he was well behind on the scorecards, in fact he only won three rounds tops.

This movie would have made more technical sense if the fighters had been at middleweight. At heavyweight there is no way a fighter can take clean punches the way they both did and not get ko'd. At middleweight you can, but anything beyond the light heavyweight division and its lights out when you take a clean shot of the magnitude of the punches thrown by Rocky and Apollo.

Back then there was no super middleweight either, just in case the purist jump in and point that out. It was middleweight, then light heavyweight in terms of divisional jump.
