I thought the exact same thing too! The first time I saw it I really thought it could be Harvey Keitel (the picture quality wasn't to good, it was an old vhs bootleg).

The guy who looks a bit like Roger Moore is Ian McCulloch, a Scottish actor who had a starring role in the BBC's hit 70s SF show 'Survivors'.That is where Lucio Fulci noticed him and offered him a role in Zombie Flesh-Eaters. After appearing in Fulci's classic gorefest he then went on to work in two other Italian splatter flicks, Zombie Holocaust and Contamination.

That was the kiss of death, as I spent the rest of the film saying selected lines of Ian McCulloch's in a Roger Moore impersonation. Liked the flick though, and I'm a bit of a fan now of McCulloch.
