What side was the brother on?


At one pt in the film there is a brief discussion between the woman Robert's brother lived with and Robert about which side he was on and what did it matter anyway?

I was wondering did anyone know what sides are being alluded to in this conversation and what clues the brother's allegiance might give us as to his death?

I've never worked it out. I've always assumed that Robert's brother had something to do with the hardcore pornography ring that is mentioned on the car radio several times during the film - which might explain why he committed suicide and why Robert finds all the hardcore BDSM images amongst his brother's things.

Perhaps he's referring to which side of the law, or perhaps in symbolic terms, which side of the wall – given how preoccupied the film and its characters are with German culture and iconography.
