Flares and Long Hair?

I realise the makers had a problem shooting a film set in 1964 on the streets of 1979 but they might have kitted out the extras playing mods a bit more accurately. In that long tracking shot of the mods at Brighton front there was an awful lot of flared jeans and long greasy hair on display.
