help identifying an actor in the movie

He plays the police sergeant who suggests to Hettinger that he tell the story at every roll call for the next couple of days (this scene is about the 65 minute mark in the movie). I recognize him from some 1980's or 1990's American ensemble television show, which show I also don't remember. I don't see any name among the cast list that rings a bell, so am assuming he is uncredited in this roll.
