Johnny the Boy's odd gesture to Jim Goose

When the Liberal lawyers come to release Johnny the Boy from jail and Jim Goose fights him, just as Johnny is leaving, he makes an odd gesture to Jim. Johnny makes an O shape with his mouth and slaps the back of his neck twice. You can see him do it at 2:02 of this video:

Here is a still pic of the moment:

Does this have a specific meaning in Australia? Is it like giving someone the finger in North America, or is it just some random gesture Johnny the Boy made up on the spur of the moment? Seems like it might have some reference to a BJ? As if Johnny is saying "S--k my D--k" to Jim Goose.

He seemed to be making fun of him and insinuating something about a bj.

I took it as a 'suck it!' gesture, but it was odd for those who have never seen it before. That whole scene captured escalating tension perfectly. Goose yelling that they were laughing at him, Johnny The Boy fighting off the guy holding him back. "See you on the road, Skag!" (meaning anything goes). Loved it.
