What does 'Fenris'(?) say?

"I am part of Her Majesty the Queen's, secret glory..."

I hope I've got the right version of this film, but if I'm right, it's just before Edmund backs away from him, looking scared.
Is that what he says or not? That's what I've heard since I was kid, and it makes no sense to me...

He's saying secret police. I know, it's really hard to hear with the growling.
