The cast list (one of the shortest on IMdB!!) gives no indication of the poor sap that had to stumble around in the Hector suit. There's no question that it's C3PO/Robocop style suit. Sadly, the decision to "hide" the operator by extending the torso upward gave it the old "headless man" imbalance...

love it, definitely a sci-fi cult.
they might have used partial animatronics, you never know.
P.S. I never have and won't ever watch this film.
This is one of those "so bad it's good" movies that you have to see. Like one grade better than "The Green Slime". (I just saw them back-to-back).
shareThe FAQ's say it took 20 men to puppeteer Hector so it's possible there was no-one actually inside it. They might have been controlling a limb each, as well as the head and torso.
Hydraulics would have been big and bulky back then.
