What is going on with the soundtrack on this movie?

I just watched a DVD version of this with English subtitles. There is near-constant TV chatter going on in the background of almost every scene, running throughout the film, between scenes. For a moment I thought I was accidentally playing two videos at once! The subtitles struggle to keep up with the main dialogue at the best of times, and don't bother to translate any of the TV chatter. Are there any German speakers out there who could tell me what is going on on the TV in the background, or if it has any significance?

When Fassbinder made the picture, he wanted the film to have news chatter going on throughout it. That's why there's so much background noise in the picture. It's an attempt to simulate a non-stop newscast. It is very disconcerting, but it's meant to be.
